He most likely did build things, but no one's quite sure. They've found statues of Amun and his consort Mut, outside a temple, that have facial features that are strikingly similar to those of Tutankhamun and Ankhesenamun, but the names have obviously been erased and replaced with Horemheb and his wife's names...
